All rats are incredible at burrowing, and can easily gain access to building cavities by tunneling down, below the bricks, then into the nice warm and safe wall cavity. Before you know it, they are then exploring your kitchen cupboards and beyond. Often by the time you notice an issue, they have already been in your building for months or longer. They have probably increased in number; your building giving them everything they need - water, food, and safety from the elements and predators.
